Many years ago I tried to assist a young Vietnamese fisherman who had been shot in the head and the shooter was never arrested. When efforts to assist this young man failed, I stumbled across an article on the Grand Jury and after reading it I decided that I would attempt to utilize the Jury to secure some semblance of justice for the victim. In the process of doing so I wrote an article "The Grand Jury - A Brief Discussion of hte Objectives and Responsibilities of the Grand Jury"
